The African Development Bank (AfDB) has appointed Nigeria’s Minister of Aviation and Aerospace Development, Festus Keyamo, SAN, as the Champion of its Integrated Aviation Transformation Programme for Africa (IATP). The appointment recognizes Nigeria’s significant policy reforms and leadership in repositioning its aviation sector for growth and efficiency.
The $7 billion initiative aims to modernize Africa’s aviation ecosystem by mobilizing private, institutional, and concessional capital across the continent. It addresses the underperformance of African carriers, which currently handle less than 3 percent of global air traffic despite the continent accounting for nearly 18 percent of the world’s population.
The formal signing of the Letter of Intent (LOI) between the AfDB and the Nigerian government is scheduled to take place during the Bank’s Annual Meeting in Brazzaville, Congo, on Thursday, May 28, 2026. Minister Keyamo has been invited to the high-level gathering to formalize Nigeria’s role in the program.
According to the AfDB, the decision to appoint Keyamo stems from Nigeria’s demonstrated vision and commitment to transformative reforms in the aviation industry. The Bank believes his expertise and passion will be instrumental in driving the continent-wide program forward.
The Integrated Aviation Transformation Programme seeks to revitalize air transport infrastructure, improve connectivity, and unlock economic opportunities across Africa. It represents a major push to bridge the gap between the continent’s demographic weight and its current share of global aviation activity.
Keyamo is expected to leverage his experience to champion the initiative across member countries. The AfDB expressed deep appreciation for his dedication to advancing aviation development not just in Nigeria, but for the benefit of the entire African continent.
