The All Progressives Congress, APC, governorship candidate for Lagos State, Dr. Obafemi Hamzat, has unveiled his development manifesto, tagged PROMISE, outlining his vision and priorities for Lagos State if elected governor in 2027.
The seven-pillar agenda represents People First, Renewal, Opportunity, Machinery of Government, Inclusion, Security and Resilience, and Everyday Dignity.
Presenting the manifesto, Hamzat described it as a commitment to the people rather than a collection of political promises, declaring that residents should hold him accountable for its implementation.
He explained that his proposed administration would focus on improving the quality of life of residents, expanding economic opportunities, strengthening public institutions, improving security and addressing the infrastructure challenges confronting the rapidly expanding megacity.
The APC candidate also promised to publish a performance scorecard against which residents could assess his administration.
Among his proposals are the expansion of healthcare services, improvement of public education, investment in transportation infrastructure, housing development and improved access to social services.
On healthcare, Hamzat promised to increase the number of Maternal and Child Centres from 10 to 15 and expand the Ilera Eko health insurance scheme to cover one in three Lagos residents, with particular attention to low-income households.
He also pledged to construct two new general hospitals in Ogombo and Ibeju-Lekki, upgrade 100 primary healthcare centres to flagship status and recruit additional doctors, nurses and midwives.
He identified ongoing hospital projects, including the 150-bed Massey Children’s Hospital, the 280-bed Ojo General Hospital and the 150-bed Somolu General Hospital, as important infrastructure that would require sustained attention.
In education, Hamzat promised to strengthen the EKOEXCEL programme, which operates in 1,028 public primary schools, while expanding access to quality education from early childhood to university level.
He also proposed establishing a University of Medicine and Health Sciences to increase the number of healthcare professionals trained in the state and provide opportunities for them to build their careers in Lagos.
On transportation, he outlined plans to extend the Blue Line rail service to Okokomaiko, advance the proposed Green Line from Marina to the Lekki Free Trade Zone and connect the Blue and Red lines at the National Theatre station.
He also promised to expand water transportation, procure additional riverine vessels and improve ferry services to reduce pressure on Lagos roads.
The manifesto further contains proposals on housing, environmental management, economic development, security and the improvement of government service delivery.
Hamzat said his proposed agenda would consolidate the achievements of successive APC administrations while addressing existing shortcomings and responding to the changing needs of Lagos residents.
